Report: Which Kremligarchs Should Be Sanctioned by the Biden Administration?
This report is an investigative and reference study which introduces a new term kremligarchs. It argues that kremligarchs is a more relevant term than “oligarchs”, as it shows a total predominance of Putin and Kremlin over all aspects of business in Russia.
The report offers the latest recommendations for individual sanctions on eight key kremligarchs close to Vladimir Putin and his regime. These include:
Mikhail Fridman and Petr Aven, principals of Alfa Group,
Iskander Makhmudov and Andrey Bokarev, principals of Transmashholding and other companies,
Dmitry Rybolovlev, former principal of Uralkali and now an owner of the Monaco football club and multiple other assets in the West,
Mikhail Gutseriev, who now runs oil and potash business for the benefit of President of Belarus Alexander Lukashenka,
Ruben Vardanyan, former principal of Troika Dialog and sponsor of Skolkovo school,
Alexander Vinokurov, son-in-law of Foreign Minister of Russia Sergey Lavrov and principal of Marathon Group.
The report argues that these individuals, who have all the prerequisite traits of kremligarchs, should be added to the US Treasury sanctions’ lists due to their close involvement in the Kremlin’s infrastructure designed to harm the US and its allies.
